According to Crainsnewyork.com, “A regulatory crackdown on process servers stems from an investigation by Consumer Affairs that found widespread violations of record-keeping requirements…  The investigation found that process servers intentionally failed to serve document to parties in lawsuits – a practice known as “sewer service” – – in apparent efforts to prevent them from showing up in court to defend themselves. Complaints arose about judgments being rendered against people who never knew they had been sued.”
